Community Development Support Program in the Russian Federation (CDSP)

The Program is carried out

in the Russian Far East, Lake Baikal Region, Northern Caucasus and in some other regions of Russia with financial support from the United States Agency for International Development (USAID).

$5.65 million from 2006 through 2010

The Program is aimed at

promoting integrated local development through assisting communities in addressing environmental, economic and social challenges and includes a number of components, of which grantmaking and education/training are the most notable ones.

The RF Ministry of Economic Development is the coordinator and partner of FSD in its work on the Program.

Primary Goal:

is to design and disseminate both innovative and proven models of sustainable community development throughout the Russian Federation.

Key Objectives:

  • to engage local citizens in addressing local needs and problems through a series of targeted grants focused on local economic development, waste management, public health, small business development, social assistance and natural resources management;
  • to develop and introduce tools for energy savings and mechanisms to allow communities to reinvest saved resources into development programs;
  • to involve all interested stakeholders in selected communities in identifying priorities for community development.

The Program facilitates:

  • an increased standard of living in Russian regions;
  • an enhancement of the potential for future community development;
  • citizen participation in decisions-making regarding their communities through interaction with local government and business.

Program statistics:

  • 110 projects were funded in 38 municipalities located in 14 regions of the Russian Federation (from Smolensk Oblast to Primorsky Krai);
  • 6 national training seminars were held on municipal governance and community development;
  • over 100 regional seminars and trainings were conducted;
  • over 500 individuals from 92 organizations participated in the Program’s projects;
  • nearly 1,000,000 citizens of the Russian Federation became Program beneficiaries.
