Community Development Support Program in the Russian Federation
Round 6
The Program is carried out in the Russian Far East, Lake Baikal Region, the Northern Caucasus and in some other regions of Russia with financial support from the United States Agency for International Development (USAID), which provided a total of $5.65 million from 2006 through 2009 and granted an additional $500,000 in 2010 for disseminating the best practices of CDSP.
The Program is aimed at assisting integrated regional and community development through addressing environmental, economic and social problems and consists of the following core components:
- Grant-making in the targeted communities
- Dissemination of best community development practices
- Training for development
- Creation of new community development tools and practices
The Primary Program Goal is to design and disseminate both innovative and proven models of sustainable community development across the Russian Federation.
Key Program Objectives:
- to engage local citizens in addressing local needs and problems through a series of targeted grants focused on local economic development, waste management, public health, small business development, social assistance and natural resources management;
- to create and introduce tools for energy and resource saving and mechanisms allowing communities to reinvest savings into development programs;
- to promote multi-stakeholder participation in selected communities in identifying priorities for community development;
- to train community leaders, government officials, and business leaders to better address community needs through collective efforts;
- to replicate best community development practices in a selected region.
Grant funding decisions are passed by the Program’s Advisory Committee founded to ensure transparency and equal opportunities for all organizations participating in grant contests. The main functions of the Advisory Committee are to approve funding for grant proposals, which have previously been reviewed by experts, and to oversee the targeted use of Program grant funds.
Five grant rounds have been completed under the Program, in the course of which 98 projects were funded for a total of $1, 739, 582, with the average grant amount being $17,751.
Round 6 is aimed at supporting community development with the use of best practices accumulated by FSD during its previous activities under CDSP and other programs and recommended by FSD for replication. Priority will be given to projects capable of demonstrating greatest beneficial impacts on communities, in particular:
- improving local self-government
- energy-efficiency
- reduction of resource consumption for local development also resulting in environmental improvement
The Program facilitates:
- an increased standard of living and quality of life in the regions of Russia;
- community development capacity building;
- citizen participation in community decision-making through interaction with local government and business.

Tonshayevsky Raion is situated in Nizhny Novgorod Oblast, 300 km north to the regional capital. It includes 3 urban-type settlements and 93 rural populated centers. Population – 18,400, with population density – 7.8 per 1 sq. km. The basic industries are woodworking and agriculture: 14 large and middle-sized agricultural enterprises specialize in cattle breeding, which accounts for nearly 70% of the raion’s gross agricultural output. 2,100 residents, comprising 26% of the local workforce, are concerned with agriculture.
Community problems addressed by the Project:
The water tower in Rozhnovsky has been the only source of water supply in this area for many years. This was connected with many difficulties, such as complex assembly, impossibility to control pressure, leaks and overflowing, freezing during winter, tower falls, frequent breakage of deep well pumps and need to paint, clean and renovate the tower.
The project will considerably improve the quality of the cold water supply service in this raion and will ensure, in particular:
- an interrupted supply of water, especially during the cold season;
- maintenance of predetermined pressure in the network;
- a better quality of drinking water.
Project summary
Quick and efficient replacement of the old water tower and other pressure reservoirs with a frequency-regulated water-pumping station equipped with an automatic water pressure control system. This project is based on the experience of the program Organization of a Public Monitoring System and Improving Drinking Water Quality in Settlements Located along the Amur River in Khabarovsk Krai (Amur Initiative).
Anticipated results :
- Project activities will include installing frequency-regulated water-pumping stations in six populated centers that will provide an uninterrupted supply of good quality drinking water to nearly 2,500 consumers at any time and regardless of the time of the year.
- No more overpressure and excess consumption during minimal consumption hours.
- Reduction of maintenance costs by 80%.
- Decreased water loss in the water tower and pipelines by 15%.
- Slowed-down corrosion processes and improved quality of drinking water, due to the absence of periodically wetted surfaces and water stagnation.
- Reduction of energy costs by 30%.

The city Apatity is located in the center of the Kola Peninsula, a region rich in chromium ore. The leading branches in this city are industrial production, agriculture, construction, transport, geology, science and scientific services. The major industrial facilities of the city include an apatite-nepheline concentrating plant (ANOF-2), which is a part of Apatity Company; Apatity Central Heating and Power Plant, a branch of Kolsky TGK-1; Apatitykhleb Bakery Factory; Apatity Dairy Factory; and Industry Agricultural Company.
Community problems addressed by the Project:
The poor environmental conditions of Kola Peninsula in general and of the city of Apatity in particular are having an adverse impact on the health of children attending the kindergarten. To deal with this issue, special attention has to be focused on preventative measures that help children with limited abilities to strengthen motion skills and catch up with their peers in their physical development. Another important concern is the need to decrease the rate of respiratory and infections illnesses in this child care institution.
Project summary :
Project activities are aimed at improving the physical and emotional conditions of preschoolers with limited abilities through physical culture; improvement and landscaping of the area around the kindergarten to make it more suitable for outdoor activities; and winterizing the bedrooms and the massage room.
This project is based on the experience of the project Improving Conditions for Children in TB Risk Groups Attending Kindergarten.
Planned activities:
- Replacement of 10 old windows with new plastic ones in four bedrooms of the kindergarten and in the massage room.
- Installing three air recirculators and 5 salt lamps.
- Building 8 lawns, 9 flowerbeds and 2 environmental trails in the yard of the kindergarten.
Anticipated results:
- Maintaining comfortable indoor temperature in the four bedrooms and massage room of the kindergarten to reduce the incidence of colds and virus infections by 20%.
- Saving 15% of costs on utility payments in the kindergarten due to improved heat saving in winter.
- Improved health and better developed physical abilities of 90 children.
- Dissemination of advanced experience of project implementation in Murmansk Oblast under the Environmental Threat Protection Days.

The city of Karpinsk, located at the Turya River in the Ob River watershed 436 km north of Yekaterinburg, was founded in 1941 on the basis of two settlements – Bogoslovsky and Ugolny – and was named after a prominent Russian geologist and the first chairman of the USSR Academy of Sciences, P.Karpinsky. The city occupies an area of 552, 332 hectares and has a population of 31,216 (as of 2002). The highest point of Sverdlovskaya Oblast – Konzhakovsky Kamen Mountain (1,569.7 m) - is located in the city. The key industry is machine building, which is represented by the following plants: Karpinsky Electric Machine-Building Factory, Zvezda Machine-Building Factory and the Mining Machine-Building Factory. There are also timber, light and food industry facilities. Agriculture is underdeveloped. A copper-sulphide deposit is being developed since 2001 at a distance of 23 km from Karpinsk.
Community problems addressed by the Project:
The increasing complexity of school education programs leads to learning difficulties and health deterioration in students, thus preventing them from acquiring new knowledge in various subjects. Along with a worsening of somatic health, an annual increase of mental disorders is observed in school students. Therefore, the low level of physical and emotional health of young children and adolescents servers as an obstacle to an effective modernization of the educational system in Russia.
Project summary
Modernization of the school’s gym; installation of heat-saving windows; installation of energy-efficient lighting (5 lamps); and upgrading the hockey pitch and the soccer field, including the purchase of a snowplow and lawn mover. This project is based on the experience of the project Mercy (Creating a favorable living environment in Vyazemsky Community, Khabarovsk Krai).
Anticipated results:
Reduced cost of heating and lighting the school’s gym and increased student awareness about healthy lifestyles. Providing community members with access to health and athletic facilities and creating new jobs for the unemployed.

The city of Volchansk with a population of 10,000 is located at the Volchanka River (in the Ob River watershed) at a distance of 452 km from Yekaterinburg and together with the settlements of Makaryevka and Viuzhny makes up the Volchansk Urban District.
Community problems addressed by the Project:
- Absence of modern sports and play grounds in the yards of housing blocks.
- Lack of culture and sports services in the yards of housing blocks.
- Inadequate public participation in community decision-making.
- Poor interaction between local self-government and the community.
- Insufficient development of entertainment facilities in yards of housing blocks intended for various citizen categories (young children, adolescents, pensioners and persons with limited physical abilities).
- Increasing illness incidence in children.
- Growth of juvenile delinquency rates.
Project summary
Creating a system of organizing yard leisure time activities by modernizing a sports and play ground in a housing block and conducting mass game and athletic events for differeny categories of community members with the participation of volunteers:
- Placement of social advertisements in the media aimed at promoting and developing sports and game activities in housing areas.
- Planning a sports and game site with an account of the targeted age groups’ interests (selecting a location, developing a design, installing lighting, building game and sports facilities, and fencing the area).
- Cleaning and landscaping the yard with the help of local youth volunteers and adult residents.
- Acquiring and installing athletic and game facilities.
- Engaging volunteer coaches from among community members.
- Organizing sports and game events for community members.
This project is based on the experience of the following project complexes: 1) Increasing the Quality of Life in Topolevo Community through Energy-Efficiency and the Creation of Cultural and Sporting Facilities; and 2) Creating a Favorable Living Environment in Vyazemsky Community, Khabarovsk Krai.
Anticipated results:
- Better sanitary conditions in the yard.
- Involving 50 adults and 50 children and adolescents in project events.
- Reducing the rate of juvenile delinquency by 30%.
- Decreasing the incidences of illnesses and injuries among children and adults by 10%.
- Increasing civic awareness in the community.
- A 30% increase in employment.
- Temporary employment for 25 minors, including 5 from the risk group.

The city of Baikalsk is located in Sludyansky Raion in Irkutsk Oblast and has a population of 16,800. The Trans-Siberian Railroad passes through the city at a point removed 5,346 km from Moscow. Baikalsk specializes in the production of pulp and its primary employer is the Baikalsk Paper and Pulp Plant. Important areas of activity to facilitate sustainable development of the city are energy-efficiency, improvement of the urban environment and integrated solutions to environmental, social and economic concerns in this community.
Community problems addressed by the Project:
- High power rates and their constant growth.
- Deterioration of low-efficiency lamps used in the city’s lighting system and high municipal budget spending for servicing them.
- Worsening of the environmental situation due to contamination with industrial and household waste.
Project summary
This project replicates the experience of the two above projects that were carried out in Nuzhny Novgorod and Yaroslavl Oblasts involving the replacement of old lamps with sodium lamps. Project activities will include modernizing street lighting and replacing the out-dated mercury lamps on the city’s main streets with highly efficient and environmentally safe sodium street lamps. This project was initiated by the city administration in accordance with Baikalsk Socio-Economic Development Program, with the head of the Inter-Municipal Resource Center of Baikalsk City Administration acting as project coordinator. The project has underwent a technical review and the replaced lamps will be disposed by Struktura Company in Irkutsk that holds a license for handing hazardous waste. City residents will be broadly informed about the need to save energy and improve the environment, for the sake of improving the quality of life in their community and developing the tourism sector.
Anticipated results:
- Installation of 75 energy-efficient sodium lamps to ensure a reliable and effective work of the city lighting systems.
- An annual reduction of power consumption by 57,000 kW/h (60-63%).
- Decrease of expenses by 65,000 rubles due to energy saving.
- Better and more comfortable conditions in the city and increased traffic safety.
- Improved urban environment and more attractive recreation areas (Sobolinaya Mountain is a popular ski resort in this region).
- Reinvesting energy savings in agreement with the Budget Commission of the City Duma (Parliament) and raising additional funding for financing projects addressing social and environmental issues in the city (purchase of energy-saving equipment for social institutions and co-funding contests of social and ecobusiness projects).

New Wood Waste Utilization Technique and Creation of New Jobs in Ivolginsky Raion, Republic of Buryatia

Ivolginsky Raion is situated in the central part of the Republic of Buryatia on the left bank of the Selenga River and has a population of 32,900, whose chief occupation is timber logging. This results in a permanent reduction of forests in this region. The priority objective of local economic and social development is the utilization of wood waste by local energy producing facilities, creation of new jobs (the unemployment level here is 12%, which is the highest in the Siberia Federal District) and support and development of small sized environmentally responsible businesses.
Community problems addressed by the Project:
- Low efficiency and outdated technologies of the heat supply system that works on coal and practically does not use wood waste.
- High cost of utilities services (heating) for the population (1 Gcal costs 1,214 rubles) resulting from the high cost of delivered coal – 1,640 rubles per 1 ton.
- Strong environmental pollution by ÑÎ2 emissions from the use of high-ash coal and environmental deterioration.
- Underemployment and high level of unemployment.
Project summary
Development of an environmentally oriented business of utilizing wood waste by grinding it and, thus, turning it into fuel. In Ivolginsky Raion, wood waste is not used for heating and, thus, forest acreage is decreasing rapidly, while waste is being accumulated on large areas becoming a fire hazard. Under the project, a wood waste grinder DOP-1 will be installed to produce wood chips. This project replicates the successful experience of CDSP projects of using wood waste in heat supply systems (Smolensk Oblast) and also a similar project that was carried out in Nizhny Novgorod Oblast under a Ford Foundation program. New jobs will be created and local fuel will be delivered to boiler plants servicing a school, a hospital, the community center and residential buildings. Personnel from among local residents will be trained and communications activities will be conducted to disseminate information on how to use large-sized wood waste.
Anticipated results:
- Introduction of a technique for utilizing large-sized wood waste (4, 000 m3 a year).
- Free supply of local fuel (grinded wood waste) for the time of the project for boiler plants servicing social institutions (a school, hospital and community center).
- Optimization of indoor temperature (from 12-150) to the SanPiN standard of 20-220.
- Lower expenses (by 150,000 rubles annually) of social institutions and residents for heating and utilities.
- Improved environment and better fire safety as a result of the utilization of wood waste.
- Reduction of ÑÎ2 emissions to the atmosphere by 60% and of background radiation as a result of the shift from coal to bio fuel (environmental effect).
- Creation of 6 new jobs, personnel training, and replication of experience.

The urban-type settlement Mukhen in Lazovsky Raion, Khabarovsk Krai, was founded in 1956. With a population of 4,619, it is far removed from busy thoroughfares and is located 84 km to the north-west from the raion capital Pereyaslavka.
Community problems addressed by the Project:
Absence of a safe location for community outdoor recreation activities.
Project summary
This project replicates the experience of Topolevo Settlement, where the project Creation of an Open-Air Cultural Center was fulfilled. Project activities will include building a recreation site for local residents; transferring the old outdoor market from the central square to another location; tile paving; installation of structures; planting greenery; installing lighting; and putting up an information stand. The Community Council will oversee the transparency of the project. The newspaper Mukhen News will cover project implementation. The local video studio Shkody, which was founded under the Glance project, will produce films on the subject of the project that will be shown at the Lad Cinema Hall in Mukhen and in other settlements of Lazovsky Raion. The tiles will be manufactured in a shop founded under a project sponsored by Sodruzhestvo, an independent non-profit partnership, and Mukhen Community Council.
Anticipated results:
- Building a recreation site for the community in Mukhen.
- Participation of over 200 volunteers in project activities.
- Established social partnerships among community activists, the Community Council, NGOs, local government and businesses.
- Increased civic responsibility among community members.
- Better safety in the settlement at night as a result of lighting installed on the central square.

Luchegorsk, an urban-type settlement, is the capital of Pozharsky Raion in Primorsky. The settlement was founded in 1966 and is the largest in the Russian Far East populated center that is not a city. Luchegorsk is situated on the Kontrovod River 9 km from the railroad station of the same name.
Population – 21,888. The settlement’s primary employer is Luchegorsk Fuel and Energy Complex Company that includes Primorsky State District Power Plant that is the largest among similar plants in the Russian Far East.
Community problems addressed by the Project:
In Primorsky Krai in general and in Pozharsky Raion in particular, the mortality rate exceeds the birth rate due to a whole range of reasons, among which is the lack of proper conditions and modern equipment in obstetric departments of local hospitals and a poor mass prevention effort. For many years now, Luchegorsk Central Raion Hospital has been in need of current and overhaul repairs of its rooms and wards. The most critical of these is the need to replace the wooden windows in the obstetric department that are outdated, do not meet existing sanitary standards, cause heat loss and cannot be opened for washing and airing. The low temperature in the wards during winter increases the risk of acute respiratory diseases and presents a constant threat of pyogenic and septic infection. Extensive heat losses account for excessive utilities expenses and a serious budget deficit of this medical institution.
Project summary
This project is based on the experience of the project Comfort in the Outpatient Clinic (Svirsk Hospital, a municipal health care institution). Activities will include a replacement of old windows in the obstetric department of the raion hospital with modern plastic ones; thanks to financial support from the municipal budget and sponsors, the delivery room of this department will be renovated to prevent pyogenic and septic infection; designing and adopting a 2010-2014 Targeted Municipal Program of Supporting Municipal Institutions in Pozharsky Raion. Forming an initiative group for this project consisting of hospital staff members, local officials and entrepreneurs, the Raion Public Chamber, Raion Women’s’ Council, and other NGOs. Volunteers will help the project by participating in Saturday Volunteer Work Days and providing communications support. Project activities will also include preventative activities among local youth, conducting a Mother and Father School, holding meetings for doctors and launching a mass public education campaign.
Anticipated results:
- Replacement of 24 windows to cut heat and light losses by 20-30%. Indoor temperature during the cold season will increase by 5 degrees to reach the level of 24-25 degrees and light intensity will grow 30%.
- Reduction of acute respiratory illnesses incidence among the patients and staff by 5-10%.
- Putting out 2 articles devoted to preventative measures and 2 about the project; and airing 2 news items devoted to the project at Luchegorsk Television Company.
- At least 30 volunteers will take part in project activities.
- Events and meetings devoted to prevention and information will be conducted for 250 young community members.
- Weekly conferences for doctors will be attended by a total of 225 health care specialists.
- 5 units of equipment will be installed (at the cost of own funds).
- Development and adoption of a target 2010-2014 Program of Supporting Municipal Institutions in Pozharsky Raion.
