Elban settlement library was upgraded to a complex information center.

In the framework of CDSP projects complex Elban library (Khabarovskiy Krai) was upgraded to the legal advisory center was started and a series of energy efficiency measures was performed using project funds. The temperature in the building rose by 3-5 C and now is at the level of at least 16 C. Using own resources the façade was also renovated. The project helped to purchase necessary equipment and software to give free access for local citizens to legal information on civic, environmental and residential legislation. The center became very popular and provides consultations for 100 – 150 citizens a month. The library became one of the most popular and attractive points of the settlement social infrastructure. Library staff members admit that the project helped to raise their social status in the settlement as they are now considered not only as technical workers but also as consultants and legal advisors available for all citizens despite their income. The local communal service enterprise has installed commercial heat counters what will help the library to save at least 30% of its payments for heat currently comprising $1000 a month. It will also help to easily trace savings resulted from the project implementation. AS a follow-up of the project local administration allocated funds for other windows replacement with the plastic ones and insulating flat roof which is now the main way of heat loss in the building. This will further increase the library energy efficiency and help to save funds for books and online legal materials purchase and instant update.
