The CDSP-ICT Program scheduled for 2011-2014 and carried out by the Fund for Sustainable Development is aimed at supporting community development through public participation in concrete projects in a dialogue with local government.
The Program promotes local community development, which is one of the key priorities of the Government of the Russian Federation.
The CDSP-ICT Program builds on the Community Support Development Program (CDSP) successfully fulfilled by the Fund for Sustainable Development in 2006-2011. Information about this program and its 125 projects may be found at: http://fund-sd.ru/rmo/index.htm
The CDSP-ICT Program, funded with USAID technical assistance, is currently being implemented by FSD in USAID priority areas with support from the RF Ministry of Economic Development. Program activities are focused on engaging citizens in addressing local needs and problems and training communities to better manage local labor, natural and materials resources
A distinctive feature of the Program is the targeted utilization of modern information and communication technologies (ICT) for achieving program goals.
The CDSP-ICT Program is composed of the following components:
- Grant-making in the targeted communities;
- Dissemination of best community development practices;
- Training for sustainable community development;
- Introduction of ICT into community life.
The goal of the Program is to disseminate both innovative and proven models of community development throughout the Russian Federation. The Program will ensure the use of ICTs by municipalities in Russia for broader and more efficient civic engagement supporting growing civil society development and sustainable community development.
The key CDSP-ICT Program objectives are the following:
- To engage local citizens in addressing local needs through a series of targeted grants focused on energy efficiency, local economic development, waste management, public health, small business development, social assistance and natural resources management;
- to design and introduce energy saving instruments and resources, as well as mechanisms allowing municipalities to reinvest energy savings into local development programs;
- to promote public participation in replicating best local self-governing practices;
- to use ICT as a catalyst that can build on ongoing democratic processes in communities;
- to help citizens to communicate more effectively within municipal communities and with local governments and broaden participation in decision-making regarding community development;
- to replicate best community development practices through ICT;
- to train community leaders, local officials, citizens and entrepreneurs in decision-making based on multi-sector interaction.
