The project “Increasing heat supply efficiency in educational establishments of Sysert Urban District has been launched in the Ural region in the framework of the Community Development Support Program

The site of this project is Kindergarten # 56 located in the settlement of Dvurechensk, Sysert Urban District of Sverdlovskaya Oblast, which is a pilot institution of the municipal energy-efficiency program for 2012. The project is fulfilled by the Ural Center for Energy Saving and Ecology (UCEE) from Yekaterinburg whose staff is well aware of local problems.

Last year UCEE designed an energy-efficiency program for the Sysert Urban District that was approved by the Government of Sverdlovskaya Oblast. The program provides for a whole range of measures in the housing and utilities services and entities funded from the municipal budget, including the installation of heat supply automatic control systems (SART) in Kindergarten # 55. Elena Bondarchuk, FSD projects manager, during her site visit to Sysert monitored the launched project, conducted training on reporting procedures and met with project participants.

The need to improve the comfort level in this child-care institution that is attended daily by 220 children and 60 adults was discussed at a stakeholder meeting joined by the head of Dvurechensk Administration S. Levenskikh, Sysert Utilities Service director and Energy-Efficiency Commission chairperson P.Devyatykh, Sysert Duma deputy L.Devyatykh, deputy director of Kindergarten # 56, and director of Center for Ecological Education and Information, Yekaterinburg, L. Strukova.

The key staff of the project – V.Anufriyev, UCEE director, A.Kuligin, UCEE deputy director, and A.Shushakov, deputy head of department – acquainted the audience with the details of the planned activities, project timeframe, and the course of assembly and start-up operations. The participants in the meeting discussed such issues as coordination of documentation, the program of a planned seminar to improve the skills of technical staff and managers of the power-engineering sector, communications support to project implementation including local media relations, and the procedure of transferring values to pre-school education establishments. The installed SART will help reduce heat energy consumption by 180 Gcal annually, thus saving 130,000 rubles of municipal budget funds.

The participants noted that the project is in line with the municipal energy-efficiency program and is, at the same time, a practical demonstration of how consumers can save both heat energy and funds by installing a SART. This will ensure a prompt and broad introduction of these systems under the municipal energy-efficiency program.
