A new project of the Communities Development Support Program (CDSP-ICT) was launched in the city of Satka in Chelyabinsk Oblast

On April 12, in Satkinsky Raion, a press conference was held on the question of quality control of heat and water supply to the community, at which journalists from the local press, radio and television – Satkinsky Rabochy, Gornyak Baikala, and OAL SKAT-MEDIA – were acquainted with the new initiative of the raion administration, the project “Introduction of a soft hardware platform Raion Energy Resources Consumption Monitoring Dispatcher Center”. The staff of resource supply organizations and companies servicing heat and water supply networks and operating entities attended this event.

The key participants in the project – S.Smolnikov, first deputy head of Satkinsky Raion for the utilities services (project coordinator), V.Smirnova, acting director of the Housing and Utilities Services Department, and A.Kovrizhnykh, head of the public relations department, familiarized the journalists with new work plans. Thus, an Energy-Efficiency Monitoring Center that will gather heat and water consumption data from municipal organizations (already been equipped with heat and water meters) and in the future from the residents of apartment houses will be founded in Satkinsky Raion by the end of this year. This data will be open for both decision-makers and community members.  For this, the administration is planning to conduct communications activities among management companies, consumer organizations and residents and involve students of technical educational institutions as volunteers in the effort of increasing public awareness about these developments.

The speakers at the press conference included representatives of the management company (Stroiservice Construction Company) and the manufacturer of soft hardware platforms (Management System Instrument Engineering Corporation, Russia). E.Bondarchuk, FSD projects manager, presented the CDSP-ICT Program that is currently being carried out in 20 communities from the Russian Far East to the European part of the country. D.Klimov, deputy director for capital construction of the Management System Instrument Engineering Corporation, spoke about the fundamental advantages of using energy resources consumption dispatcher centers.

The installation of an integrated dispatcher center will help the administration of Satkinsky Raion and the local Housing and Utilities Services Department to provide the community with better heat and water supply services and to more efficiently prevent and eliminate accidents in heat networks and, thus, save municipal budget funds that may be reinvested into the further improvement of the heat and water supply system of the community.
