Svirsk Municipal Health Care and Educational Institutions Are Cutting Energy Costs

Energy costs have been significantly reduced due to an energy consumption control system installed by the project  Automation of Energy Resources Metering Devices in Svirsk Municipal Health Care and Educational Institutions that was fulfilled under Community Development Support Program (CDSP-ICT)

Project activities included putting in place an information and measuring system and a control room for servicing six state-run institutions in the city of Svirsk (the City Cultural Center, the Olymp Sport and Health Center, Kindergarten # 1, Middle School # 1, Middle School # 2 and the local hospital) and an apartment house located on Mira Street. By being connected to the control room, these institutions and residents (over 3,000 people in total) now have access to an online energy consumption database. The system consists of eight GSM-modems that transmit data via an antenna to a storage server. Real-time energy consumption information and occurring emergencies are reflected on a special page created on the internet site of the city (svirsk.ru).
The city administration took an active part in the project by allocating space for the control room that is equipped with a computer, a server and communication devices.

Energy costs based on the current rate are being reduced by nearly 100,000 rubles a month.  At three training seminars organized by the Svirsk Charitable Fund, the Rassvet Management Company LLC and Zhilkomservis LLC   the staff of the six institutions and city residents involved in the project  were instructed  how to use the services of the control room and how to pay for utilities services using the new system.

Saved and additionally raised funds have been channeled for supporting community initiatives to further promote energy-saving technologies. The project’s cost-sharing ratio was 1:2 (over $17,000) with Zhilkomservis LLC servicing the metering devices and installing the wireless system; Avtomatika LLC providing software, delivering control room equipment and lending technical support to its commissioning; and the city administration granting space for the control room, developing technical specifications, organizing public hearings and co-funding a contest of social projects People’s Initiatives  with 250,000 rubles from the regional budget.
