Municipality Profile
Vyazemsky Municipality with a population of 25, 8000 people is located in the southern part of Khabarovsk Krai. Agriculture is its main economic activity. The Municipal Administration has an Economic Development Plan up to 2010 in which special attention is paid to preserving and developing the human potential of the community; combating poverty; forming social partnerships; and addressing energy and resources saving issues.
Municipal problems addressed by the project complex
This community has high power expenses connected with heat generation at the central boiler plant of Vyazemsky; a high level of environmental pollution caused by emissions from coal-burning boilers; poor-quality social and medical services provided to the less socially protected categories: the elderly, children and the disabled; and no conditions for the youth to adhere to active and healthy life styles.
Project complex goals
- Reduce power costs at the central boiler plant in the city of Vyazemsky after installing induction frequency converters at the smoke-exhaust drives;
- Improve social and living conditions of elderly and disabled persons at the retirement home in Dormidontovka Settlement by winterizing the building and modernizing the sewage removal system;
- Improve the quality of medical services (ear, throat and nose) and promote the health of socially unprotected categories of rural population in Dormidontovka and Shumny settlements and Dormidontovka and Kotikovo villages;
- Increase youth awareness about healthy life styles through involving young people in physical culture and athletic activities;
- Grant access to persons with limited abilities to the local library and increase the general cultural level of community members.

This project will install two induction frequency converters at the smoke-exhaust drives in the central boiler plant of Vyazemsky and will carry out, at the expense of the grantee, a large-scale modernization of pipelines to reduce water and heat losses.

Project goals:
- Reduce power consumption and increase heat generation efficiency at the central boiler plant in Vyazemsky;
- Cut maintenance costs associated with heat generation;
- Increase the quality and reduce the cost of services provided to the community by the local communal service;
- Reduce the dependence of the community on prices of imported fuel in conditions of almost a complete absence of local energy resources.
Anticipated results:
- Maintaining a guaranteed level of heat supply in the city of Vyazemsky (indoor temperature will not drop below 18?C);
- The amount of power spent for smoke removal will be reduced by 50% (or by 389,000 kW/h a year).
- Prolonging the service life of electric motors and boiler draft systems up to 30% by applying smooth starts;
- Heat rates for the population will drop 7.7 rubles per 1 sq. m.
- The total economic effect will reach over $30 000.

- Reduce the cost of heating the building;
- Improve the working conditions of 26 staff members and the living conditions of 27 inmates of the retirement home;
- Upgrade the sewage removal system to the standard sanitary level.
Anticipated results:
- Maintaining a standard indoor temperature (not lower than 20îÑ) established for such a type of institution;
- Reducing maintenance and current repair expenses for the heating system;
- Meeting sanitary and health standards. It is expected that the level of intestinal and respiratory illnesses will drop by at least 10%;
- Stopping sewage discharge to the soil.

Project goals:
- Create more comfortable conditions in medical centers of Dormidontovka Settlement and Shumny and Kotikovo villages along with saving energy resources as a result of modernizing heating systems, replacing old door and window frames or winterizing the doors;
- Increase treatment effectiveness by acquiring and installing new physical therapy equipment;
- Organize a system of accessible early ENT diagnosis for the residents of remove villages.
Anticipated results:
- Maintaining a standard temperature required at medical institutions;
- It is expected that the level of ENT illnesses will drop by approximately 20% among the 3,200 residents of the settlements and villages thanks to timely treatment.
- Reducing maintenance and current repairs expenses of the heating systems;
- Reducing energy consumption by 1,500 kWt by stopping the use of electric heaters;
- Creating two new jobs for medical attendants.

Anticipated results:
- Installing 22 lamps in the school’s gym, this will allow using it for longer hours.
- Organizing five events promoting healthy life styles for over 500 people.
- Organizing a sports event “Father, Mother and Me - an Athletic Family”.
- Increasing the number of youth going into sports to up to 20% (by 50 people) by organizing three new athletic groups.
- Publishing three articles in the raion newspaper Vyazemsky News.
- Easing social tension among the local youth, including at the Novostroika district, and helping improve the criminal situation.

- Increasing the level of day lighting by up to 25% and reducing daytime power consumption by 1,000 kW/h.
- Ensuring access to the library for 50 readers with limited abilities by building an access ramp.
