Municipality Profile The city of Shchyokino is a raion capital in Tula Oblast with a population of 68,000 people. The Shchyokino Azot Plant is the key employer in this city.              The world-famous Lev Tolstoy Estate Museum Yasnaya Polyana is located in Shchyokinsky Raion.

Municipal problems addressed by the project complex

This community is characterized by extensive heat losses; a high rate of respiratory illnesses caused by the low efficiency of the heating networks; and overspending of municipal budget funds during the heating season due to large energy losses and a low energy-saving level. 
Project complex goals

1. Reduce the rate of children’s illnesses.
2. Decrease municipal budget spending and energy subsidies through identifying instances of inefficient use of energy resources and increasing energy-efficiency – which will allow to save funds and reinvest them into energy-saving techniques.
3.  Create an energy-efficiency system to improve conditions in the hospital and ensure better convalescences.
4. Create an atmosphere of mutual understanding and cooperation between the municipal administration and NGOs.
5. Improve the quality of communal services.
6. Involve children and youth in programs promoting healthy life styles and conservation programs.

Introduction of Effective  Low-Cost Heat Loss and Consumption Reduction Techniques at Shchyokino City Children’s Hospital by Replacing Old Window Frames

Project summary
This project will reduce heat losses and create comfortable conditions for the patients and medical staff of the hospital by replacing old window frames with new plastic ones. This project is a component of the 2006-2010 Municipal Public Health System Development which is, in turn, a component of the Social Policy section of the 2006-2010 Shchyokinsky Raion Strategic Socio-Economic Development Plan.
Reinvestment of energy savings into new social projects will consolidate the efforts of local government and NGOs to promote social initiatives and support education and culture.
The project also includes a set of activities aimed at reducing illnesses among children through modernizing the existing and installing new heat and energy saving equipment in the local kindergarten and using alternative medicine methods boosting body resistance (plant therapy, aromatherapy, and phytodesign).

Project goals and anticipated results

Project goals :

• Reduce municipal budget spending and energy subsidies by identifying cases of inefficient energy resources use and increasing their efficiency
• Lower disease rates among small children and adolescents
• Increase the number of convalescing children as a result of better heat supply in the hospital

Anticipated results:

• Reducing time children spend in hospital by 1 bed/day
• Increasing the level of illumination in the wards by 10 %
• Reducing respiratory illnesses recurrence
• Saving funds on cleansing and annually paining the old window frames – 11,500 rubles

Project summary
This project will replace the existing heat supply system at the Gymnasium with the use of effective techniques; install heat flow regulators in the heating system that will considerably reduce heat losses and create comfortable conditions for the pupils; and decrease the number of instances of respiratory illnesses.
This project is a component of the section “Education” of the Shchyokinsky Raion Strategic Social and Economic Development Plan up to 2010 and its implementation will allow to reinvest energy savings into new social projects that, in turn, will help strengthen interaction between government and the third sector in promoting social initiatives and supporting education and culture.

Project goals:

• Install a system for regulating the work of heating systems with the aim of increasing their coefficient of efficiency.
• Enhance consumer culture and promote the principle of saving energy resources.

Anticipated results:

• Increasing the coefficient of efficiency of the existing heating system up to 30%.
• Saving 300,000 rubles of municipal budget funds by reducing spending for insulation and anticorrosion materials and by regulating heat supply to the heating system.
• Reducing instances of respiratory illnesses by 10% through the creation of comfortable conditions for the pupils.

Project summary
This project will introduce a training course in ecology for the pupils of the school in Yasnaya Polyana (a model group); carry out environmental monitoring (biodiversity study and bioindication); and organize practical environmental improvement activities (cleaning water bodies and land areas and planting trees and shrubs) by the school’s conservation team.

Project goals and anticipated results

Project goals:

The project is aimed at addressing conservation issues in Yasnaya Polyana through practical and theoretical environmental education for schoolchildren.
Anticipated results:

• Introduction in the school in Yasnaya Polyana of an ecology training course that will include lectures (10 hours), practical and laboratory studies (6 hours) and field work (96 hours)
• Forming a school environmental team
• Ecomonitoring of the environment on an area of 20 hectares in Yasnaya Polyana
• Planting trees and shrubs on an area of 2 hectares
• Involving at least 40% of the pupils of the school in Yasnaya Polyana and 15 students of the Zoology Department of the Lenin State Pedagogical University in project activities.
