Municipality profile
Topolevo settlement with a population of 4,400 people is located in Khabarovsk Krai in close proximity to the regional capital, Khabarovsk. The members of this community are employed either locally or in Khabarovsk. The municipal administration is implementing a social and economic development program in which special emphasis is placed on developing the infrastructure of the settlement and social services. Traditionally, much attention is given to energy-efficiency at municipal facilities with the aim of optimizing budget spending.
Municipal problems addressed by the project complex
This community is characterized by a high cost of electricity used for lighting public space; low efficiency of communal services; and an unfavorable environmental situation in the center of the settlement where the bus terminal stop is situated. The settlement lacks a cultural center and has an insufficient number of sports facilities. These factors create conditions for the isolation of community members and worsen the crime situation, especially among the local youth.
Project complex goals
- Lower the cost of lighting the center of the settlement and entrances to apartment buildings in Topolevo;
- Upgrade the network of enclosed and open air sports facilities in the settlement;
- Advertise healthy life styles among the youth and grant equal opportunities to go into sports to orphans and children from problem families;
- Facilitate an increase of social activeness in the community and involve citizens in the process of making and implementing socially significant decisions.

Project summary
This project will install movement sensors to optimize the work of lamps in entrances and hallways in apartment houses, as well as energy-saving solar street lamps in the central part of the settlement.

Project goals
- Improve the quality of lighting in the central part of the settlement and in the entrances and hallways of apartment buildings;
- Cut the cost of installing and maintaining lighting systems in public space;
- Improve the quality of communal services and reduce their cost;
- Create conditions to lower crime in local settlements.
Anticipated results:
- 40, 000 kW/h of power will be saved annually;
- The cost of installing street lamps will be lowered by $500 as compared with traditional wired circuits;
- At least $2,000 will be saved as a result of installing movement sensors;
- A total of over $7,500 a year will be saved as a result of this project.

Creation of an Open-Air Cultural CenterOrganization

Project summary
This project will modernize the central square of the settlement, turning it from a public transportation parking and turning site into an open-air cultural and entertainment center; and broadly involve community members in the process of designing and implementing the project.

Project goals
- Engage the community in designing and implementing the project of creating a cultural center;
- Move the public transportation stop away from residential buildings, thus improving the environment in the center of the settlement;
- Create and improve the site where community events will be held (at present the settlement lacks such a place);
- Increase public awareness about the life of the community by posting information materials provided by the administration at the newly-created center;
Anticipated results:
- A cultural center seating 1,000 people will be opened in the settlement on an area of 600 sq. m;
- The environment where 500 people live (including 80 inmates of the local orphanage) will improve after the bus station will be moved farther away from residential buildings and trees and shrubs will be planted on the vacated area (200 trees and shrubs);
- Public awareness will increase (as a result of installing an information stand with constantly updated announcements), as well as public participation in implementing socially significant projects (by at least 300 volunteers).

Project summary
This project will improve the school stadium (repair the stands, build basketball and volleyball courts, cover the running track with asphalt, and create a playground for elementary school pupils); prepare an area for outdoor games; and modernize the hockey pitch.

Project goals
- Modernize and improve the network of open-air sports facilities;
- Advertise healthy lifestyles among schoolchildren and engage youth in athletic activities;
- Upgrade local sports facilities to a level suitable for holding sports events on a raion and inter-raion scale;
- Ensure a decrease of crime among minors.
Anticipated results:
- The stands at the local stadium will be repaired; a basketball and volleyball courts and a hockey pitch will be built; the running track will be covered with asphalt (40 m2); and a sports complex for highschoolers and a playground for elementary school pupils will be created;
- Over 400 schoolchildren of the settlement will go in for sports more often and attend athletic training on a regular basis.

Project goals
- Replicate successful experience of creating a gym for adults at a rural school;
- Grant orphans and the settlement’s youth access to athletic training;
- Strengthen the health of youth and distract it from the streets by involving it in active athletic training.
Anticipated results:
- At least 30 young people will be additionally involved in sports activities;
- A new sports training group will be opened and one new job will be created (with funding from the municipal budget);
- Three advertising campaigns will be carried out to attract new members to the ZUBR Club; and a master class will be conducted for gym coaches;
- Promoting the integration of the inmates of the orphanage into the life of the community.
