Municipality Profile
The city of Svirsk is located 150 km from Irkutsk on the left bank of Angara River.
Population - 14,700 people.
Municipal problems addressed by the project complexHigh maintenance costs of the municipal boiler plant due to the need to purchase and deliver fuel and utilize waste; low efficiency of the outdated boilers and hand-made equipment; high level of hazardous emissions from coal burning; high cost of heating and maintaining the buildings of the only outpatient clinic in the city which is attended by all the population of Svirsk and nearlying villages; high risk of contracting respiratory diseases among the clinic’s staff and patients; and a high rate of unemployment (10.3% in Svirsk as of 01.01.2007, while the average regional figure is 3.0%).
Project complex goals:
- Saving nearly 1 million rubles as a result of the modernization of the municipal boiler plant and its conversion from coal to the use of wood waste;
- Reducing hazardous emissions to the atmosphere by over 30%;
- Improving the quality of medical services and reducing the rate of respiratory illnesses by 8-10% among the patients of the clinic and, firstly, among children by bettering the indoor environment and improving illumination in the wards of the children’s section and the emergency department;
- Founding a Local Community Fund as a mechanism of open and transparent reinvestment of energy savings and raising funds for social programs.

This project will modernize the municipal boiler plant in Mikroraion settlement: disassemble the obsolete and high-maintenance heating equipment and install modern and efficient boilers that may burn both coal and wood waste.

Project goals:
- Reduce municipal budget spending on supplying heat to a whole city district in which the Hospital Complex, child care institutions, and residential buildings are located;
- Improve the environment in the city by lowering hazardous emissions from coal burning and land littering by the waste of the wood-working enterprise located in the city.
Anticipated results
- The cost of acquiring and transporting fuel will decrease by 1 million rubles;
- Hazardous emissions to the atmosphere will be lowered by over 30% due to reduced coal use. These will include: solid matter – by 259.5 t/year, gaseous air pollutants – by 117 t/year and dust emissions – by 85.8 t/year;
- The littering of the area by waste from the wood processing plant Baikal Trade Mark located in the city will be reduced after wood waste will be used instead of coal;
- Energy savings and additionally raised funds will be reinvested through the LCF into resolving the critical need in modernizing the heath supply system: building a section of the heating network from the boiler plant of Mikroraion settlement to the Hospital Complex, during which the inefficient boiler room of the hospital complex will be eliminated - this will considerably improve the environmental situation in the city;
- New jobs for control equipment mechanics will be created at the boiler plant.

Project summary
This project will replace old windows and door units with new modern ones in the children’s section and emergency department of the only outpatient clinic in the city that is attended both by residents of the city and of nearlying villages.
Much attention will be focused on disease prevention activities and mass public health education, which is one of the priorities of the 2007-2010 Svirsk Social and Economic Development Program.

- Save municipal budget funds spent for heating and maintaining the building;
- Improve the quality of medical services to the community.
Anticipated results:
- Reducing the rate of respiratory illnesses among the patients and staff of the clinic by 8-10% a year;
- Reducing the cost of heating and repairs of the building by 100,000 rubles.
- This project will be an important contribution to the implementation in Svirsk of the National Health Project that is aimed primarily at developing primary medical care centers and emergency medical services.

- Raising 120,000 rubles from businesses and the municipal administration for conducting a contest of social projects and supporting initiatives in the area of child education and health improvement among socially disadvantaged categories of the population;
- Creation of new jobs in the process of founding a LCF.
