Municipality profile 

The project complex will be carried out in three municipalities located in Pribaikalsky raion of the Republic of Buryatia – Nesterovskoye, Gremyachinskoye and Turka – with a total population of 10,400 people. The administrations of these municipalities are implementing social and economic development programs scheduled for up to 2012 and  in which special emphasis is placed on energy-efficiency and an improvement of the quality of health, education and cultural services.

Municipal problems addressed by the project complex

High wood-heating operating costs; intense air pollution from wood burning stoves; littering of the area by wood waste; deterioration of the natural environment caused by “wild” tourism; the need to reduce the burden imposed on local ecosystems in connection with the creation of a large tourism and recreation complex  of the Special Economic Zone, one of the seven of this kind to be created in the Russian Federation in accordance with the Government’s plan to integrate Russia into the world’s tourist markets; and  a low employment level among  local residents who may be involved in ecotourism development.

Project complex goals

  1. Replace the fire hazardous and energy-intensive stove-heating system in Kika school with a heating system that will include a boiler room with gas producer boilers that will allow to save municipal budget funds due to the use of  wood waste as fuel;
  2. Reduce air pollution by CO2  (93 t/year) and lower the rate of illnesses among the school’s students by 20%;
  3. Create a Local Community Fund as a mechanism for reinvesting energy savings into social projects in support of local initiatives;
  4. Organize four international camps whose participants will build sections of the Great Baikal Trail and remove trash;
  5. Promote employment of community members in the tourist business by involving local youth in building environmental trails and training in the sphere of tourist services.

Project summary
This project will organize four international camps whose participants will build sections of environmental trails, improve parks and remove trash; and train local residents (youth) in the tourist services sphere, which is especially important in view of the creation in Pribaikalsky raion of a Tourist and Recreation Special Economic Zone, one of the seven to appear in Russia in accordance with a decision of the Government.

Project goals

  1. Develop safe and environmentally responsible tourism in Lake Baikal Region;
  2. Ease differences between the interests of the local population and the growing inflow of tourists;
  3. Train and involve local residents in economic activities connected with ecotourism;
  4. Promote an increase of the number of Russian and international tourists visiting Pribaikalsky raion to boost employment among local residents 

Anticipated results

  1. Reduce by half the anthropogenic burden on ecosystems and improve environmental conditions through bettering and restoring landscapes at the river estuary and in the park in Turka settlement (plant 100 tree seedlings, improve 40 km of the environmental trail, set up 6 tourist rest stops, install 5 information billboards and 200 direction signs, and introduce a system for cleaning the lakeshore from trash);
  2. Publish a book on ecotourism development at Lake Baikal Region  (260 copies); publicize information in the local media;  and create video and photo project reports that will be presented to the public and used in training schoolchildren and local residents;
  3. Train 20 local young people in the sphere of ecotourism services.

Project summary
This project will replace the fire hazardous and energy-intensive stove heating system at the school in Kika with a heating system based on the use of a combined gas-producer and boiler working on wood waste; monitor the health of local children; and create comfortable conditions at the local school. Resolving the issue of heating Kika school will serve as a model for replicating this experience and addressing similar problems in other settlements in Pribaikalsky raion.

Project goals

  1. Promote a reduction of heat and electricity costs at the school in Kika settlement (which is especially important in conditions of decreasing financing and growing energy rates for the school) and reinvest energy savings in addressing social issues facing the community;
  2. Improve the health of children and conditions in the school.

Anticipated results

  1. Saving  60, 000 kW/h (127, 000 rubles);
  2. Saving  100, 000 rubles on the purchase of fuel;
  3. Reduction of child illnesses by 25%;
  4. Improvement of the environment thanks to a reduction of emissions from wood-burning stoves (which will be replaced with combined gas-producers and boilers)

Project summary
This project will help create a Local Community Fund (LCF) in Pribaikalsky raion and develop a mechanism for reinvesting energy savings into community social projects; prepare fundraising programs to address municipal problems; and conduct a contest of small projects in support of children, youth, and socially disadvantaged categories of the population.

Project goals

  1. Found a LCF to effectively utilize funds saved as a result of the energy-efficiency project and  the additionally raised moneys for implementing social projects and supporting community initiatives in Pribaikalsky raion;
  2. Define the priority objectives of the raion on the basis of broad public participation;
  3. Promote philanthropy at the community and create a system of corporate and private donor participation in the life of the community through the LCF;
  4. Educate the public, NGO staff, and heads of initiative groups in the methods of carrying out social projects in the community.

Anticipated results
•     At least 200,000 rubles of non-budgetary means (donations from local and regional businesses) and energy savings will be invested in 10 small social projects developed by community members of Pribaikalsky raion and devoted to the support of public education and health, including child health;
•     2 persons will be hired to conduct public opinion polls and work with the population.
