Municipality profile
Agulsky municipality is located in highland Dagestan. The residents of the settlement derive their incomes predominantly from agriculture and livestock breeding at private farms. Pastures and hay fields are distributed among them by the municipal administration by rural public councils. There are also winter pastures on the plain. Most of the inhabitants of this municipality are of Agul nationality, a small peoples (a total of nearly 20,000) living in Dagestan at a considerable distance from the republic’s capital.
Municipal problems addressed by the project complex
The main problems of Agulsky raion include inadequate heat and water supply to municipal buildings and a high level of unemployment among the local population. The sustainable development of this area may be promoted by improving the insulation of the raion school building, modernizing the water supply system of the local hospital, and creating new jobs in the tourist services business.
Project complex goals:
- Improve conditions in the raion school and hospital;
- Increase environmental awareness among community members;
- Create new spheres of economic activity by developing tourism and local crafts;
- Promote and preserve the identity of the Agul, a small nationality living in Dagestan.

Project summary
At the middle school in Tpig settlement (the administrative center of Agulsky), heat and energy saving activities will be carried out: old window frames and doors will be replaced with plastic units; radiator reflectors will be installed; and regular glow lamps will be replaced with energy-efficient ones.

Project goals
- Conduct heat and energy saving activities: replace old window frames and doors with new plastic units; install radiator reflectors; and replace regular glow lamps with energy-efficient ones;
- Reduce the incidence of respiratory illnesses;
- Save financial and energy resources spent for heating, electricity and renovation;
- Create conditions for reinvesting energy savings into other energy-efficiency activities;
- Introduce energy-saving techniques in the community.
Anticipated results
- Replacing 31 windows in the local school, installing 31 reflectors on radiators, and replacing 12 doors, thus winterizing 12 classrooms and 2 hallways;
- Increasing the temperature in the school building during cold weather to the optimum level (not lower than 18 ? C);
- Reducing the amount of power consumed for heating and lighting by 40-45% and using saved funds for replacing 68 glow-lamps with energy-saving lamps; and modernizing the wiring, sockets and switches;
- Saving up to 40% of fuel used for heating;
- Reducing the level of respiratory illnesses among the students by 50%;
- Saving 45% of working time and supplies used for regularly washing, painting and repairing the old wooden windows.
- Improving the school’s interior to create a pleasant environment for the pupils and teachers.

Project summary
This project will partially resolve the issue of stable hot and cold water supply to the hospital by replacing old pipes with new metal ones; replacing insulation in the attic; installing a new water-accumulating tank, a water distributor, and a water heater; and putting in 2 shower cabins.

Project goals
- Provide stable cold and hot water supply to the hospital in Tpig settlement;
- Reduce the cost of delivering water to the building and within the building;
- Reduce expenses connected with frequent repairs of the old water pipes and water-accumulating tank;
- Improve conditions in the hospital for patients and personnel;
- Promote the social responsibility of local government for the health of community members.
Anticipated results
- Replacing and laying 2,072 m of water supply pipes and 80 m of sewage pipes;
- Installing a water accumulating tank holding 2 õ 4 cubic m;
- Installing a water heater - 2õ3.5 kW;
- Installing 2 shower cabins;
- Insulating 2,000 m of pipes;
- Sponsoring a Village Day event with the participation of nearly 3,000 local residents;
- Conducting 2 meetings at the hospital to convey information to the community (100 participants) and 2 meetings at the municipal administration.
