Municipality profile
The city of the Beslan is a raion capital in the Republic of North Ossetia-Alania has a population of 36,000 people. A federal railroad passes through the city. The population is employed at industrial facilities, among which are 4 large distilleries. Beslan has become known to the world on September 1, 2004, when during a terrorist attack fifteen hundred people were taken hostage in School # 1 and 300 people, mostly children, were killed.Municipal problems addressed by the project complex
The project complex will involve the community in addressing problems facing the city and promoting active life styles. Two years after the terrorist attack, many residents of Beslan are still in a state of depression. The project complex will encourage active lifestyles among community members and will involve them in various types of activities and projects aimed at improving their lives.Project complex goals:
- Build a stand-alone automatic boiler plant and, thus, resolve the problem of heat and hot water supply to the local kindergarten and save municipal budget funds; and reduce hazardous emissions by over 30%.
- Train local youth in writing proposals for small social projects and announce a contest of such projects in the raion. At least 8 such projects will be implemented.
- Organize, for the first time in a school in the Republic of North Ossetia-Alania, activities under the international project SPARE aimed at involving youth in the study of energy consumption patterns at home, at school and in the community.
- Teach local children and adolescents to handle horses and organize a horse-riding training group to teach them the basics of horse-riding and traditional crafts (saddlery and smith craft).

Project summary
This project will build a stand-alone automatic boiler plant that will resolve the problem of heat and hot water supply to the local kindergarten and will save municipal budget funds. The energy savings will be accumulated on a special account and will be used in accordance with the decisions of a public council.

Anticipated results
- Heat and water will be supplied to the kindergarten for 180 people: the children and personnel;
- 88,535 rubles will be saved during each heating season (180 days).

Project summary
This project will train local youth in preparing proposals for small social projects and will announce a contest of such projects in the community; as a result of the contest, at least 8 projects will be implemented. Experience will be accumulated in organizing inexpensive family recreation activities (which will be joined by 100 people from families of various categories) and children’s ecotourism (80 people).

This project will be the first in the Republic of North Ossetia-Alania to organize school activities within the framework of an international project aimed at involving youth in the study of energy consumption at home, at school and in the community. This experience will be disseminated among teachers from other schools of the raion and city.

- Organize youth research activities to study energy consumption and energy-saving at home and in school;
- Organize school energy patrolling to ensure a rational use of electricity in the school building;
- Organize socially useful activities of adolescents in the community to involve local residents in energy-saving;
- Replace part of the electric lamps in the school with energy-efficient ones and assess their effectiveness;
- Disseminate experience gained under the SPARE Project among teachers of other schools in Pravoberezhny raion.
Anticipated results
- At least 20 schoolchildren will be involved in research;
- At least 90 students of the school and 50 teachers will take part in an international energy-efficiency project;
- At least 20 teachers from other schools of the city will be trained at a seminar conducted as part of project activities.

Project summary
This project will repair the stables, acquire horses and harnessing, and create conditions for training children; organize horse and pony rides for children from Beslan and Pravoberezhny raion as a type of recreation. The pupils of each of the 20 schools of the raion will be able to come to the stables and ride on horses on an average once a month. A group will be formed of 15-20 high school students who display a special interest in horses and they will be trained in horse riding and traditional Ossetian crafts (saddlery and smithery). Special attention will be paid to organizing visits to the stables for disabled children, victims of the terrorist attack.
In the course of 10 months the project will sponsor 2 large horse shows and one commemorative event – a horse races devoted to the 3rd anniversary of the tragedy - that will be joined by equestrian organizations from other regions of Northern Caucuses.

Project goals
- Train children in the basics of national horse riding and crafts;
- Organize recreation activities for children – riding on horses, ponies and wagons and spending time with horses;
- Sponsor large horse shows and Ossetian commemorative horse races devoted to children and adults killed in the terrorist attack.
Anticipated results
- At least 1,000 children (100 children every month) will attend emotional relaxation sessions at the stud farm. Horse-riding training for children will be continued after the end of the project.
- At least 40 residents of Beslan will learn to ride horses.
- At least 1,000 children from Beslan will take part in horse shows and commemorative events.
- In the course of the horse shows, the experience of Beslan in organizing hyppotherapy will be disseminated to other regions of the Republic and to Northern Caucuses.
- At least 40 adolescents will become acquainted with national crafts connected with horses and at least 10 of them will learn one of such crafts.
