Municipality Profile
Tarbagataisky Raion in the Republic of Buryatia with a population of 16,000 is located 60 km from Ulan-Ude. It is one of the world’s largest communities of Semeiskie Old Believers (Starovery), whose ethnic culture is on the UNESCO Intangible Culture World Heritage List. In 2007, the First Old Believers World Congress was held in Tarbagataisky Raion.
Municipal problems addressed by the Project Complex
- High energy consumption by local heat supply systems (from 967 to 1,470 rub. /1 Gcal) and high housing and communal services rates that account for over 12% of family incomes – as a result of the use of local poor-quality coal and electricity and deteriorated equipment, whose wear and tear exceeds 90%.
- High emissions of pollutants to the atmosphere (320t/year) due to the large number of coal-burning boiler plants and the proximity (75 km) of a coal strip mine.
- Low indoor temperature in most of the local kindergartens (14-160, while the required standard is 20-220) as a result of a) the shutdown of local enterprises; b) a subsequent disconnection of kindergartens and other organizations from the central heating system; and b) the use of electric heaters.
- High rate of respiratory illnesses among children (over 20 sick days per one child a year) caused by low indoor temperature and a lack of conditions for hardening the children and improving their health.
- Inadequate social financing of rural communities.
Synergetic effect of the Project Complex:
The Complex consisting of a variety of interconnected projects and supported by the local administration and all sectors of the community (see Memorandum on Interaction signed by the members of the Consortium) promotes a synergetic effect of the projects and the sustainable development of the community. Project activities aimed at saving resources and cutting expenses for heating in educational institutions create conditions for improving children’s health and raising additional funds that will be reinvested through the open and transparent mechanism of the local community fund into municipal social programs.

Project summary:
Installation of less energy-intensive boilers in two schools in N-Zhirim an Khanagatai settlements, the central library in Tarbagatai Settlement and in community centers in Kharitonovo and Burnashevo settlements; training the personnel to handle new equipment; monitoring energy-consumption and estimating the size of energy-savings; reinvesting energy savings through the Small Business and Rural Development Support Fund into social programs in the community; and, as a result, replicating project results to other boiler plants of the municipality.

- Reduction of excessive energy-consumption in five social institutions and economy of municipal budget funds that will be channeled to addressing local social issues;
- Reduction of hazardous emissions from the burning of high-ash coal in the boiler plants of the community and improvement of the environment.
Anticipated results:
- Modernization of five boiler plants (located in two community centers, two schools, and a municipal library) that includes the replacement of the obsolete coal-burning and electric boilers with low-consumption combined gas generating and water heating boilers burning wood waste.
- Reduction of power consumption by 37,800 kW/h (by 52 %) and coal consumption by 262 t (by 60%) and an improvement of the quality of municipal services.
- Saving 336,300 rubles as a result of energy-efficiency activities and lowering expenses for fuel and its transportation.
- Improving the environment as a result of reduced coal consumption and a 27.6% (18.9 t) decrease of hazardous emissions to the atmosphere.
- Introducing changes to the 2007-2009 Raion Energy-Efficiency Program and presenting the project complex’s results (jointly with Project # 3) at the Republic of Buryatia Energy-Efficiency Board.
- Increasing public awareness about energy-efficiency by conducting training seminars devoted to energy-saving techniques.

Project objectives:
- Improving the heating system in the kindergarten that was disconnected from the central heating system and is currently using fire-hazardous electric heaters; and insulating the rooms in the building;
- Creating comfortable conditions and maintaining normal indoor temperature in the kindergarten, a large part of which is not used because of low indoor temperature – these measures will allow to accept a larger number of children in need of pre-school care;
- Improving child health;
- Reducing fire danger in the kindergarten;
- Decreasing expenses for heat and power supply and for maintaining the building - this is of special importance in view of the constant growth of power rates.
Anticipated results:
- Modernization of the heat supply system in the kindergarten (replacement of hazardous electric heaters and installation of module boiler equipment with boilers working on wood waste) and a 36% (54,000 rub.) reduction of energy costs.
- Winterization of the building (replacement of 13 window and 3 entrance door units with new ones) and the establishment of an optimal temperate mode in the kindergarten.
- Development and implementation of a region-specific Integrated Child Health Improvement and Hardening Program and involving children in athletic activities.
- Improvement of child health and reduction of the rate of respiratory illnesses - decreasing the number of sick days per one child by 30%.
- Increasing public awareness about energy-saving and child health protection.

Project summary:
A department for managing funds saved as a result of energy-efficiency projects will be founded at the Small Business and Rural Development Support Fund; training seminars will be conducted for the rural population on such subjects as a) the role of community members in improving social conditions, b) the importance of energy and heat saving, and c)health improvement (in the first place, of children); contests of small social projects aimed at providing support to children, young community members and the less socially protected strata of the population will be held; a development program will be drawn up for the Small Business and Rural Development Support Fund for managing off-budget projects and ensuring a long-term impact of these projects; and amendments will be introduced to the 2007-2009 Energy-Efficiency Program on energy-savings reinvestment.

Project objectives:
- Creation at the local community fund of an energy savings reinvestment fundraising mechanism for supporting social development community programs aimed at improving the conditions of life of the local population;
- Public participation in addressing social issues in the community (public opinion polls to identify priority social areas and conducting a contest of small social projects);
- Development of philanthropy on a community level and creating a system of corporate and private donor donations to the community through the local community fund.
- Increasing public awareness and promoting stronger civic initiatives among community members.
Anticipated results:
- The Small Business and Rural Development Support Fund of Tarbagataisky Raion, whose functions include community support, will reinvest energy savings and raise additional funds for addressing local social issues on the basis of a decree issued by the Municipal Administration and a normative act on encouraging energy-efficiency and channeling saving to the Fund (following a decisions of the RB Energy-Efficiency Board).
- A study of public opinion in the community to identify social development priorities; and community contests/fairs of social mini projects to support children, youth and disadvantaged categories of the population, with funding being granted to at least 40 such projects.
- Fifteen training seminars for at least 330 community members and devoted to legal questions, the advantages of energy-efficiency programs, and the need to preserve local traditions and culture.
- Preparing and introducing changes into the 2007-2009 Raion Energy-Efficiency Program and presenting the results of the Project Complex achieved in energy-efficiency and reinvestment of energy savings at the RB Energy-Efficiency Board (jointly with the project Energy Saving in Tarbagataisky Raion).
