Municipality Profile
Cheremkhovo is a city in Irkutsk Oblast with a population of 54,800 located 131 km from Irkutsk at the Trans-Siberian Railroad. It is one of the country’s oldest coal mining regions.
Community problems addressed by the Project Complex:
- High power and heat rates paid by municipal educational institutions because of the absence of energy and hot water meters.
- Health impairment and high risk of illnesses among children (colds; delayed physical development (by up to 25%); and disorders of the digestive, locomotor, immune and musculoskeletal systems) and frequent days missed at school.
- Lack of wholesome hot meals in schools due to the outdated equipment of school kitchens.
- Absence of well-equipped gyms in many schools because of deficient municipal funding (the 2007 Cheremkhovo Municipal Budget deficit is 145%).
- Low community involvement in addressing local social concerns; a lack of a mechanism of reinvesting energy savings; and inadequate experience in managing off-budget projects.
Synergetic effect of the Project Complex:
The systemic impact of the projects will be gained through their implementation in the social sector, i.e., in children’s institutions. Energy-efficiency techniques and activities to lower the cost of heating at five educational institutions of the city will generate additional funds that will be reinvested through the Cheremkhovtsy Philanthropic City Foundation to address the social concerns of the community, such as: improving child health; assisting disadvantaged categories of the population; and further solving energy-efficiency problems of the city. Projects aimed at improving children’s institutions will help form a healthy young generation and form a human capital in the community. The implementation of a complex of versatile and interlinked projects is supported by local government and all sectors of the community (see Memorandum of Interaction signed by the members of the Consortium). This will ensure the sustainability of project results and their integrated synergetic effect. The project complex will be carried out in the framework of the Cheremkhovo Middle-Term Integrated Social and Economic Development Program scheduled to 2012. Project experience will be used as an example for replication by the Association of Siberian and Russian Far East Cites on the basis of cooperation agreements.

Project objectives:
- Increasing the efficiency of heat supply systems, reducing payments for excess heat energy and hot water consumption, and reducing the high power and heating rates in children’s institutions;
- Maintaining stable indoor temperature and reducing the risk of colds in children attending kindergartens;
- Public education programs to increase awareness about an economical consumption of energy resources.
Anticipated results:
- A 20% reduction of heat energy consumption (625 Gcal) and a 15% reduction of hot water consumption (863 m3) as a result of the installation of heat energy and hot water meters and a renewal of the heating system in five educational institutions of the city.
- 19.5% ($8,300) of payments for electricity and heating will be saved, thus allowing to reduce payments for provided services;
- Establishment of an optimal temperature mode and comfortable conditions for 1,623 children and staff at five children’s institutions and an increase of the quality of educational services.
- Child health improvement and reduction of the risk of respiratory illnesses by 25-30%.
- Creation of new jobs for personnel servicing heating units.
- Saved and raised funds will be reinvested through the Cheremkhovsky City Philanthropic Fund into social programs at children’s institutions with the participation of the community in contests of social mini projects and the foundation of a Public Council.

Improving the kindergarten’s yard (6,535 m2): planting a “green zone”; building playgrounds with garden houses and benches, a summer stage and a mini-soccer field; installing sports equipment; and repairing the small swimming pool and stairways.

Project objectives:
- Creating comfortable conditions and facilities for athletic activities in the kindergarten’s yard;
- Improving the health of children attending the kindergarten and those living nearby who will be using the playground of this children’s institution; and promoting a reduction of colds and illnesses of the locomotor system.
- Involving community members in activities aimed at improving the area around the kindergarten and increasing civic awareness.
Anticipated results:
- Building a playground on 6,535 m2 in Kindergarten # 7 (attended by 315 children) that will include a mini soccer field; installing athletic equipment; restoring a pond; and renovating stairways.
- Organizing 33 athletic and game events involving up to 2,000 participants from neighboring houses and children’s institutions of the community.
- Reducing the rate of respiratory illnesses by 30% (54 cases a year) among children attending the kindergarten; and improving physical fitness and body posture of the children.
- Broad volunteer involvement in project activities, including the pupils of the adjoining Vocational School # 9, parents, members of the Pensioners’ Council, and community members

Project summary:
Installing modern equipment in the school’s kitchen that will allow to quickly prepare good-quality meals; delivery of meals to other schools of the city; providing meals to 3, 103 pupils (or 49% of the town’s schoolchildren) from low-income families.

Project objectives:
- Creating a system for preparing hot meals for schoolchildren, which is currently impossible because of the obsolete equipment in the kitchens of the city’s schools;
- Reducing the high risk of intestinal diseases among schoolchildren (16% of the total number of students in School # 3), improving the immune and musculoskeletal systems of children and reducing the frequent instances when children miss school because of illnesses.
Anticipated results:
- Modernizing the school cafeteria by installing modern equipment for preparing hot meals for 620 children; organizing a system of delivering lunches to 10 educational institutions of the city; and providing free meals for children from low-income families at the cost of raised budget funds.
- Establishing a city school catering complex at the school and creating 7 new jobs - which is important for Cheremkhovo with its high level of unemployment (the current rate of concealed unemployment is 28%).
- A 40% reduction of the risk of gastrointestinal diseases among pupils; and regular monitoring of the health of 620 children.
- Increased activeness of the students who will decorate the school cafeteria with drawings and ornamentals and create “green islands” of houseplants in the school.

Project objectives:
- Restoring the school’s gym that has been closed for over 10 years;
- Creating conditions for sports training and organizing after-school athletic activities for schoolchildren;
- Promoting the benefits of healthy life styles among the youth, which is in line with the government’s youth policy and which facilitates the formation of new values and behavioral standards among the youth.
Anticipated results:
- Overhauling and equipping the school’s gym to make it suitable for regular athletic training of 493 students and 70 staff members; improving the quality of gym lessons; and including in the weekly curricula 3 hours of physical education (in accordance with a normative act issued by the RF Ministry of Education and Science).
- Providing conditions for preserving and improving the health of over 500 people; conducting regular monitoring of child health; and identifying risk groups.
- Organizing healthy after-school activities for the students; holding 68 school and 1 inter-school tournaments; and sponsoring athletic, health and hiking activities for over 1,000 people.
- Enhancing public participation and organizing training seminars for students, teachers, parents and community members (for at least 800 attendees) devoted to the importance of sports activities for strengthening health and reducing the rate of illnesses.
