Municipal Profile

Shalinsky Raion is situated in the southeastern part of the plain land in the Republic of Chechnya and includes 12 populated centers with a total population of over 50,000 people, including internally displaced persons (refugees) who fled to this region as a result of armed conflicts in their former settlements. Unemployment in this group of the population exceeds 60%. These people subside on pensions and unemployment benefits, keep cattle and grow their own vegetables.

Synergetic effect of the Project Complex:
All the projects of this complex are aimed at addressing topical social and economic issues. The project outcomes will noticeably improve the quality of life in the community and will help the municipal authorities to use the acquired experience in the future to seek solutions to local problems using their own resources. Another development feature will be the ability of municipal institutions to save funds and use them for their own needs. Community members will benefit from the improvement of the quality of services and also from the possibility to save money. Municipal institutions will reinvest savings in the following way: the budgets of these organizations are spent for paying for services provided by the state. The budgets include a line “Other expenses” that are used for the needs of the organization. After the end of the projects, they will be able to save funds from the line “Services”, thus increasing the line “Other expenses” and using it for acquiring equipment, consumables, and visual aids to improve the quality of services.

Project «Introduction of energy-efficiency techniques in the water supply system in Shalinsky Raion, Republic of Chechnya»

Project activities will include:

These activities will significantly improve the quality of drinking water used by the community of Belgatoi Settlement and, in particular, by the patients of the local hospital.  After the end of the project, a presentation of its results will be organized for the community, local government and NGOs.

Project objectives:

Belgatoi settlement is located in the center of the raion and is one of the suppliers of energy resources to the other settlements of this raion. This project will focus on:

Anticipated results:
This project will reduce power consumption in the community and, thus, lower the burden on the electric transforming facilities in the community and other populated centers located nearby and included in the same municipality. Following guidelines from Vodokanal experts, an F3-16 pump will be installed with a capacity of Ð=0.55 kW that allows to save up to 1.5 kW/h. A transformer with a capacity of 40 kW will be separately installed at the water tower and will help save approximately the same amount of electricity. As a result, the local self-government will be able to save fund that are now spent for urgent repairs of the existing equipment (up to 1,500 rubles a month) and for paying for excess electricity (over 15,000 rubles).
The pressure of the supplied water will be sufficient for providing drinking water to over 4, 500 residents of the municipality, inlcuding 2,000 students. The water supply of the local hospital that services the whole raion will also improve, as well as the communal farm – both of which are the primary employers and sources of income in this community.

Project objectives:

This project helps solve a priority problem facing both the community and municipal institutions: supply of clean and accessible water. Another important issue is the possibility to save funds that are presently spent for buying clean water.
Anticipated results:
The 2,500-m modernized pipeline will bring water to educational institutions with over 2,000 students and the raion hospital, which services the entire population of the raion (over 50,000 people), as well to the local community, where nearly 5,000 people live.
