Improving the Social Infrastructure and the Quality of Life of the Community Located in the Mountain Area of Prigorodny Raion in the Republic of North Osetia-Alania

Municipality Profile Dargavs Settlement is situated at a height of 1,500 m above sea level in Dargavskaya mountain valley. The famous monument of outstanding universal significance, an ancient burial site “The City of the Diseased”, is located not far from the settlement. The local municipal administration is based in Dargavs and its authority extends to the settlements of Dargavs, Fazikau, Djimara, Lamardon, Kakadur, Khintsag, Akhsany and Naifat. There are 200 homesteads in Dargavs. The Karmadon municipal administration, which is located at a 10-km distance

from Dargavs, extends its authority to a group of settlements that include a total of 130 homesteads. In summer, the population in all the settlements increases 1.5-2 folds due to the arrival of students studying geology, seasonal agricultural workers, and vacationers. Every year, nearly 500 guests stay at the Kakhtisar Youth and Tourist Center. A modern motor road is now being built over the neighboring gorge that will reduce the distance to the republic’s capital, Vladikavkaz, by 40-45 km. This will make it much easier for local residents to deliver their agricultural products to farmers’ markets in Vladikavkaz.

Community problems addressed by the Project Complex:
Aim of project complex – to support activity of social organizations in remote mount area of Dargavs and Karmadon municipalities: school, two medical offices, bakery, summer sport camp and post-office.

• Year-round supply of bread and bakery products to the population of the mount area of Prigorodny Raion;
• Uninterrupted supply of drinking water to the population  of the mount area of Prigorodny Raion;

Regular power supply to the population of the mountain area of Prigorodny Raion.

Synergetic effect of the Project Complex:
All three projects are closely interconnected and are aimed at improving living conditions in mountain settlements, which, in turn, will help decrease the outflow of the population from the mountain area of Prigorodny Raion. The Municipal Administration of this raion will keep the energy savings from the project modernizing the power lines in the budget of the municipality and will spend them on new energy-efficiency projects.

Project «Modernization of the municipal bakery in Dargavs Settlement in Prigorodny Raion»

Project summary:
This project will commission a new bakery that will provide fresh bread and sweet rolls to the population of Dargavskaya and Karmadonskaya local self-government administrations. The following modern bakery equipment: dough-maker with a capacity of 250 loaves of bread an hour and consuming 1.1 kW; a 60-liter stainless steel dough trough; new bread molds; a water heater; modern electrical equipment; and a cabinet oven for baking 120 loaves of bread an hour. New jobs will be created in the bakery, where working conditions will be improved by replacing the old windows and modernizing the water supply system.
Location of dissemination:
Prigorodny Raion: Dargavs Local Self-Government Administration (8 settlements) and Karmadon Local Self-Government Administration (5 settlements). Total number of permanent residents – over 1,000.

Project objectives:
This project will ensure an uninterrupted supply of bread products to social institutions (firstly, the local school and the Kakhtisar Youth Camp) and the community. The existing bakery in the Dargavs Settlement is morally and physically obsolete. It is operated by two workers who bake 50-70 loaves of bread during one shift. Bread is brought in to the settlement from other raions, but in winter this does not take place regularly, due to bad weather conditions.

Anticipated results:
The commissioning of a new bakery with new modern equipment will allow supplying fresh bread and rolls to the residents of Dargavskaya and Karmadonskaya local self-government administrations where over 310 families live. Eight new jobs will be created and from 550 to 600 loaves of bread will be produced during one shift.

Project «Modernization of the water supply system in Lamardon Settlement in Prigorodny Raion»

Project summary:
This project will provide water supply from source located at a distance of 3,000 m from Lamardon Settlement. It is the nearest source of good quality drinking water. A pipeline will be laid with the active participation of community members and a tank for accumulating water, as well as a concrete water conduit wells will be installed.

Project objectives:
The problem of supplying drinking water to the population has still not been resolved in the settlements of Dargavaskaya Administration. Because of irregular water supply, especially in winter, a large part of the population is compelled to take water for household needs from an open water body (a river).
Anticipated results:
A polyethylene pipe pipeline (3,000 m with a diameter of 50 mm) will be laid and a steel tank holding 6 cubic m of water and several concrete water conduit wells (diameter 1,000 mm) with cast-in-place walls and a precast concrete covering will be installed. Each farmstead and social institution (bakery, school, outpatient clinic and medical and obstetrical center) will be supplied year-round with drinking water.

Project summary:
This project will install new power transmission lines and innovative self-supporting wires (cables), which will ensure an uninterrupted and stable power supply; and modernize equipment at the electric power substation and switchgear installations.

Project objectives:
Uninterrupted and stable power supply to 5 settlements in Darganskaya Adminstration.

Anticipated results:
Additional modernization of power lines, reduction of power losses, and an interrupted and reliable power supply. Thirty concrete poles will be replaced and 1,000 m of self-supporting wires in 30 houses will be installed. As a result, the local social institutions – the bakery, school, outpatient clinic and the medical and obstetrical center - and 65 private houses will be provided with normal lighting. The expected power savings will reach 108, 007 kW a year, while the local self-government administration will be saving 140, 410 rubles a year.
