Participation in the Council of Europe seminar “Involving citizens/communities in measuring and fostering well-being and progress: towards new concepts and tools”

The FSD program specialists Ruslan Butovsky and Elena Milanova were invited as experts to attend the above seminar organised by the Council of Europe in Strasbourg  on November 27- 28 2008 in the frame of elaboration the Strategy for Social Cohesion based on well-being for all and joint responsibility. More than 150 experts and participants were invited from about 30 countries.

The seminar was organized by the Social Cohesion Development Division
of the Council of Europe (Head of Division  Ms. Gilda Farell) in partnership with the OECD (Organisation for Economic co-operation and Development) and the Autonomous Province of Trento (Italy).

The six Workshops and two Round tables of the seminar were devoted to the methodological and practical challenges of development of such well-being indicators as well-being and well-being for all, involving citizens in developing indicators, links between traditional systems of indicators and those developed with citizens/communities, assessing needs in conjunction with citizens/communities, material and immaterial indices of common goods and well-being, etc.

Ruslan Butovsky and Elena Milanova during their presentations were stressing attention on the FSD experience in working with communities on the whole territory of Russia, on elaborated projects’ monitoring system and indicators of  different level evaluation (separate projects, community projects’ complexes, the whole implementing program on community development support) , people well-being evaluation in Russia during community development projects’ implementation. The materials on FSD approaches of work at community level were distributed.

During the concluding session the guide for the future work on  Strategy for Social Cohesion and  the Global Project “Measuring the Progress of Societies” (OECD)  were discussed: strengthening attention on methodological approach of well-being indicators development; territorial differentiation in well-being evaluation; involving people into debates to find their opinion on sustainability and progress of their community; economic, environmental, social and personal aspects of people well-being.
