The Seminar “Principles of Municipal Governance”

The Seminar “Principles of Municipal Governance” took place in Schekino city, Tula Region on April 2-4, 2008. It was organized by the Fund for Sustainable Development and the Russian Research Centre of the State and Municipal Governance in cooperation with Tula Municipalities Regional Council.

Over 100 specialists from municipal communities that participate in the Community Development Support Program (CDSP) funded by USAID attended the seminar. They represented local communities from the Russian Far East, North Caucasus, East Siberia, Urals, Nizhniy Novgorod and Tula Regions.

Seminar participants listened to the theoretical course and also got practical recommendations on solving municipal problems. Most vital and actual questions related to legal, financial, developmental and public engagement issues of municipal self-governance were reviewed. The lectures were given by the leading experts in municipal self-governance from the Russian Research Centre of the State and Municipal Governance, Russian Ministry for Economic Development and Trade, Russian Ministry of Finances and the Fund “Institute for Urban Economics”.  Some practical results of CDSP energy saving projects were presented to the seminar participants in Schekino city children hospital and  in Yasnaya Poliana gymnasium #2.

Vice-governor of Tula region Mr. Alexey Korablev and the head of Schekino Municipal District Mrs. Natalya Pilyus took part in the work of the seminar.
