Fund for Sustainable Development Helps to Replicate Model Municipal Energy Efficiency Projects Across CIS

On November 13-14, 2006, specialists from the Fund for Sustainable Development (FSD)  took part in an International Forum entitled Financing Municipal Energy Efficiency in the Commonwealth of Independent States (CIS). Forum was organized by the Alliance to Save Energy and sponsored by the Renewable Energy and Energy Efficiency Partnership (REEEP) and the United States Agency for International Development (USAID)

The forum was aimed at strengthening the capacity of local governments in the CIS to obtain financing for municipal energy efficiency projects. The event helped to disseminate successful energy efficiency financing mechanisms such as vendor credit, loans, leases, and performance contracting throughout the CIS. Participants provided an overview of successful energy efficiency financing mechanisms that have allowed the municipalities in CIS to stretch scarce resources, improve municipal services, and strengthen the local governments.

FSD representatives presented lessons learned from their previous five years of implementing energy efficiency projects throughout Russia from 2002 to 2006. Their successful experiences during the past five years will serve as models for other municipalities as they improve municipal energy efficiency in the coming years.
