The Regional Center of the Fund for Sustainable Development held a seminar in Ulan-Ude to disseminate the best practices of the Community Development Support Program

The seminar Best Practices for Community Development in Conditions of Crisis in Baikal Region took place on July 7, 2010 in Ulan-Ude at the National Library.

The seminar was organized by the Buryatia Regional Association on Lake Baikal (East-Siberian FSD Regional Center) jointly with Buryatia Ministry of Economy and Buryatia Scientific Center at the Siberia Branch of the Russian Academy of Sciences as part of the tenth workshop of UNESCO Global and Regional Sustainable Development Conference, which increased the number of interested participants. Information about the seminar was publicized in the materials of the plenary meeting.

The 32 attendees of the seminar included municipal officials and representatives of NGOs, FSD grantees and five other social programs based in Buryatia and Baikal Region.

The main topics of the seminar were related to the results of grant programs, best practices of various programs, post-grant project development (problems and resources) and multi-sector interaction mechanisms.

The seminar was opened by V.Belogolovov whose paper was prepared jointly with FSD and who spoke about the role of regional centers and coordination of the efforts of programs that are being implemented in the region. Deputy Minister of Economy of Buryatia Elena Tyzhinova presented the results of the Youth Initiatives Contest held by the Ministry of Economy and awarded its winners with colorful winner’s certificates.

The coordinators of the six largest programs in Buryatia were glad to attend the seminal where they shared experience and established ties with new regional partners.

The section Best Practices for Community Development included presentations of projects devoted to ecotourism and energy efficiency (creation of a network of hostels, the role of wind generation in Baikal Region, etc.). The participants in the seminar noted that post-grant project development is largely facilitated by the use of innovative social technologies of multi-sector cooperation developed by NGOs, such as, among others, social contracts, local newspapers and contests of territorial self-government bodies.

Many seminar participants work for energy-efficiency projects and are also involved in developing Buryatia Energy Efficiency Targeted Program and, thus, the draft of this program scheduled for 2011-2020 was also discussed.

The hand-outs of the seminar included “Public Support of Community Development Projects Guidelines” (based on the experience of NGO activities in Baikal Region in 1993 through 2010) prepared by the East-Siberian FSD Regional Center.

The seminar participants noted the important role of RC regional seminars devoted to disseminating best practices and community development experience.
