Research Project Carried out in 2006 with Support from the Ford Foundation

FSD with support from Ford Foundation continued studying energy efficiency priorities and challenges at the municipal level.
In September 2006 FSD specialists conducted a series of field trips to municipal communities throughout Russia to explore the cooperation potential and define potential areas for future Fund’s energy efficiency (EE) programs. The survey was made under the support of the Ford Foundation that recently awarded FSD a research grant. The main objectives of the visits were:
- To review local positive EE experience with the special emphasis to the privately financed commercial projects.
- To meet with the regional and local officials, NGO leaders for exploring local priorities and challenges and soliciting administrative and financial support from the regions.
- To form a shortlist of regional EE experts and companies working at the EE market to be involved in potential EE Programs as members of panel of technical experts, energy auditors and services vendors.
- To monitor relevant local legislation.
After meetings with over 40 representatives of regional and municipal administrations, energy efficiency experts and local NGO’s leaders in Khabarovskiy and Primorskiy Krais and Nizhegorodskaya oblast FSD specialists noted a very high level of interest to participate in new EE programs. All municipalities are ready to match funds for these activities. Some interesting cases of EE savings reinvestment, EE activities financing and technological experience were discovered. FSD is very positive about continuing its EE programs in future being now sure in serious local support expressed.
