The kindergarten Forest Fairytale in the settlement of Dvurechensk now has a fairytale microclimate

In May 2012, under the USAID funded Community Development Support Program a heat supply automatic control system (SART) was installed in Kindergarten # 56 (Forest Fairytale) located in the settlement of Dvurechensk, Sysert Urban District, Sverdlovskaya Oblast.

The system, which was assembled, tested, adjusted and transferred to the kindergarten, is now in operation, maintaining standard indoor temperatures. Its technical test was successfully performed on May 15, 2012 with the participation of the technical staff of the kindergarten, the local heat supply company and the Chief Power Engineer Department of Kluchevsky Ferroalloy Plant; the head of the settlement’s council; the Mayak newspaper correspondent; and the director of the district municipal unitary heat supply enterprise.

The Ural Center for Energy-Efficiency and Ecology LLC from Yekaterinburg whose staff if well aware of local problems was the key implementer of the project Increasing the Efficiency of Heat Supply in Educational Institutions in Sysert Urban District. Last year the Center designed an energy-saving program for Sysert Urban District that had been approved by the Sverdlovskaya Oblast Ministry of Energy. The program includes a series of measures to be carried out in the housing and utilities service and institutions funded from the state budget, including the installation of SART in Kindergarten  # 56. The idea to install this system is a result of an energy audit conducted in the district by the Center and a subsequently developed energy-saving program. During the audit, it became apparent that there is not a single heat automatic control systems in the district, while these systems allow saving up to 15-20% of heat energy, depending on the type of the institution where the equipment is installed and its working hours. Besides, it was found that the heads of municipal unitary enterprises of the housing and utilizes service were not familiar in detail with the work of such systems. Thus, the project includes the following objectives: installing equipment, monitoring heat consumption, evaluating SART efficiency for a given type of institution and demonstrating the possibilities of energy saving at a concrete standard facility.

As part of project activities, the Center also carried out a thermal survey of Kindergarten #56 and identified points of heat leakage. Their elimination will allow saving an additional amount of energy. Thus, heat consumption may be decreased by 15-20% and municipal budget costs lowered; indoor conditions will become more comfortable and the indoor microclimate will correspond to sanitary standards.

The municipal unitary enterprise of the housing and utilities service of Dvurechensk has contributed to the successful implementation of the project by providing workforce to assembly and install the system. Much support is also being offered by the local administration.
